The performance is by the Salsumba Dance Company from June 2003, at a club called Zanzibar in the Washington, DC area. This is one of my favorite group performance clips to watch -- and not just because of the hottie with the short hair and her great smile. ;-) I really like the energy of the dancers and the cool choreography.
The song in the clip is "Micaela" by Sonora Carruseles.
