No, the DEMOCRATS did NOT have a surplus. If you knew the first thing about government, you'd know that EVERY PENNY spent is approved by CONGRESS. The GOP had a budget surplus and the GOP also had the large budget deficit. The current budget deficit can be laid squarely at the feet of the Democrats.

Because they spent every penny of it!! No, the Republicans have NOT controlled the Congress for TWO YEARS now. And the Democrats could have shut off funding for the war - since they did promise to end it if we gave them Congress in 2006.
The CURRENT deficit falls squarely on the Dems. That does not absolve the Republicans of blame for their own financial mismanagement of 2001-2006 as Ventura points out.
